The World Scout Parliamentary Union (WSPU) is an international organisation that unites the National Scout Parliamentary Associations (NSPAs) which exist in almost 100 countries world-wide and their members are Members of national Parliaments, Deputies or Senators. Its object is to strengthen National Scout Organisations and World Scouting through the influence of parliamentarians who believe that Scouting is an effective educational method.

Each NSPA decides independently on the membership and organizational form of a given NSPA. In some countries this structure is formalized; in others it is quite casual; some even include members of Regional Parliaments. In all cases, however, a fundamental principle of balanced political representation must be – and is – ensured: an NSPA’s membership scheme should never be in favour of one party.

The catalyst for the creation of WSPU was the opportunity to use the untapped support that existed in parliaments and governments for World Scouting. WSPU also allowed the participating Parliamentarians to broaden their perspective on Scouting and realize its full potential. As a result, WSPU is an important tool that allows World Scouting to inform Parliamentarians of Scouting’s current agenda. When Parliamentarians return to their home countries, they are better equipped to draft youth policies that are beneficial to the youth movement in general and Scouting in particular. Furthermore, as a consequence of WSPU, awareness of Scouting’s involvement in issues like peace, environment and health, has increased not only on a national level but a global one as well.

Resolving Conflicts Among Scout Leaders

Anyone who spends several years as a Scoutmaster will probably experience a disheartening conflict with a fellow leader, committee member or parent. While these conflicts aren’t inevitable they are unfortunately probable.  What follows is plain-spoken advice from Ask Andy, a fantastic resource for Scouters with questions or difficulties.
Having weathered several of these conflicts I can assure you that this is solid advice. Study it carefully and follow it faithfully – it will save you a great deal of heartache.

In the course of many years of service as a Commissioner at many levels, I’ve seen far too many cases where wonderful and dedicated people serving in the same unit, committee, district, etc., have come to differences in how their visions of Scouting are to be executed.  Usually a very dedicated and good individual feels strongly that he/she is trying to stand for rules or policies that seem to be pretty clear.  And just as often the group feels they are doing pretty well and the individual is making things unnecessarily difficult.  Taken individually, each person is a great individual, dedicated to Scouting, and trying to do the best they know how.  Communications break down, tempers flair, differences become difficult to resolve, or other symptoms of a real problem show up.  The harder any of them try to get acceptance of their views the more polarized the problem becomes.

When it gets to this point, the situation is extremely hard to resolve and in most cases it is best for the person or persons in the minority to think about other ways or places where they can do more good and have a more enjoyable experience.  Continuing to fight when things have reached the pass where a vote is about to be taken to exclude a person only prolongs the agony and rarely produces any results that are helpful to anyone.  It is probably time to make an exit and start on new projects.

Making an exit is not a cause for shame.  It can be a show of strength of character where we realize that we need to work where our strengths are better matched to the tasks at hand.  And the manner of exit should be with grace and without rancor.  Don’t burn bridges, fling the last insult, try to get in the last word, or any of that.  Instead find ways to recognize progress and thank the folks for the opportunity to serve.  This may help prevent the old problems from following the departing person.

While this situation does not inspire much hope, I also want to talk to units and commissioners that are seeing the start of conflict and give some tools that can help prevent more disasters.

When folks are excited about getting something done and have more enthusiasm than training, it is easy for conflict to develop.  Disagreements can crop up.  Usually good natured people will easily resolve these differences.  But sometimes a conflict is harder to resolve for many reasons.  In the early stages of conflict before the differences are too polarized, there are some conflict resolution principles that can help any group.  The following approaches when used may help diffuse a problem and make resolution easier.

1. Think Before Reacting

The tendency in a conflict situation is to react immediately. After all, if we do not react we may lose our opportunity. In order to resolve conflict successfully it is important to think before we react—consider the options, weigh the possibilities. The same reaction is not appropriate for every conflict.

2. Listen Actively

Listening is the most important part of communication. If we do not hear what the other parties are communicating we can not resolve a conflict. Active listening means not only listening to what another person is saying with words, but also to what is said by intonation and body language. The active listening process also involves letting the speaker know that he or she has been heard. For example, "What I heard you say is……"

3. Assure a Fair Process

The process for resolving a conflict is often as critical as the conflict itself. It is important to assure that the resolution method chosen as well as the process for affecting that method is fair to all parties to the conflict. Even the perception of unfairness can destroy the resolution.

4. Attack the Problem

Conflict is very emotional. When emotions are high it is much easier to begin attacking the person on the other side than it is to solve the problem. The only way conflicts get resolved is when we attack the problem and not each other. What is the problem that lies behind the emotion? What are the causes instead of the symptoms?

5. Accept Responsibility

Every conflict has may sides and there is enough responsi- bility for everyone. Attempting to place blame only creates resentment and anger that heightens any existing conflict. In order to resolve a conflict we must accept our share of the responsibility and eliminate the concept of blame.

6. Use Direct Communication

Say what we mean and mean what we say. Avoid hiding the ball by talking around a problem. The best way to accomplish this is to use "I-Messages". With an "I-Message" we express our own wants, needs or concerns to the listener. "I-Messages" are clear and non-threatening way of telling others what we want and how we feel. A "you-message" blames or criticizes the listener. It suggests that she or he is at fault.

7. Look for Interests

Positions are usually easy to understand because we are taught to verbalize what we want. However, if we are going to resolve conflict successfully we must uncover why we want something and what is really important about the issue in conflict. Remember to look for the true interests of the all the parties to the conflict.

8. Focus on the Future

In order to understand the conflict, it is important to under- stand the dynamics of the relationship including the history of the relationship. However, in order to resolve the conflict we must focus on the future. What do we want to do differently tomorrow?

9. Options for Mutual Gain

Look for ways to assure that we are all better off tomorrow than we are today. Our gain at the expense of someone else only prolongs conflict and prevents resolution.

                                                                           - मणि मल्ल, जिल्ला समन्वय आयुक्त काठमाडौँ जिल्ला समन्वय आयुक्त, नेपाल स्काउट काठमाडौँ  का मणि मल्ल २०२७ सालमा लम्जुङको टक्सारमा जन्मनुभएको हो । पारिवारिक बसोबास काठमाडौँमा भएपछि विद्यालयीय अध्ययनसमेतका कारण काठमाडौँ आई स्थायी रूपमा काठमाडौँमा रहनुभएका मल्ल वाणिज्यशास्त्रमा स्नातकोत्तर गरी हाल जनप्रशासन र शिक्षाशास्त्रमा स्नातकोत्तर गर्दै हुनुहुन्छ । विगत् १७ वर्षेखि शिक्षण पेशामा संलग्न वहाँ समाजसेवाका क्षेत्रमा पनि क्रियाशील हुनुहुन्छ । बे्रनी साइन एकेडेमीका संस्थापक प्रिन्सिपल मल्ल शारदा मा.वि.मा अङ्गे्रजी विषयका अध्यापकर नोबेल एकेडेमी कलेजका लेक्चरर र काउन्सिलरसमेत हुनुहुन्छ । जिल्ला स्काउट कार्यालय काठमाडौँका जिल्ला समन्वयआयुक्तका रूपमा हाल कार्यरत वहाँ स्काउटिङ विकासका लागि हुने योजनामा ठोस निर्ण्र्मताका धनी हुनुहुन्छ । अहिलेको समसामयिक परिस्थिति र नेपालमा स्काउटिङको विकासका लागि वहाँले काठमाडौँ स्काउटलाई दिनुभएको अन्तर्वार्र्ता यहाँ प्रस्तुत गरिएको छ-

जिल्ला स्काउट कार्यालय काठमाडौँका पछिल्ला समयका स्काउटिङ गतिविधिहरू केकसरी अघि बढेका छन् -
हाम्रो जिल्लाले स्काउटहरूका लागि विगतमा जस्तै विभिन्न क्रियाकलापहरू अघि बढाएकै छ । नयाँवर्षक्याम्पहरू अहिले ट्रूप तहबाट पनि चलेका छन् । नयाँ ट्रूपहरू खुलेका छन् । स्काउटमास्टरका लागि हालै विटिसी तालिम सम्पन्न भएको छ । अब छिट्टै महिलाहरूको पिटिसी तालिम हुँदै छ । सामुदायिक विकासतर्फस्वास्थ्य, शिक्षा, खानेपानी लगायतका क्षेत्रमा प्रशस्तमात्रामा कार्यक्रमहरू भएका छन् । नेपाल स्काउटकै इतिहासमा पहिलोपटक यी पछिल्ला तीन वर्षा काठमाडौँ जिल्लाको सक्रियतामा जिल्लाका विभिन्न स्थानमा आँखाशिविर सञ्चालन भई सयाँै दृष्टिहीनहरूको मोतीविन्दुको अप्रेसन भएको छ, तिलगङ्गा आँखा केन्द्रको ठूलो सहयोगबाट हामीले दृष्टिहीनहरूलाई सुनौलो संसार देखाउने काममा सफलता पाएका छौँ । काठमाडौँमा मात्र नभई यस्तो शान्तिसुरक्षाको कठिन अवस्थामा पनि काठमाडौँ जिल्ला स्काउटले मुगुका विभिन्न दर्ुगम गाउँका विपन्न अवस्थाका स्थानीय बासिन्दाका लागि विभिन्न संस्थाहरूसित मिलेर काठमाडौँमा लत्ताकपडा संकलन गरी वितरण गर्ने कार्य चारपाँच वर्षनिरन्तर भयो । हालै विद्यालय छाड्न विवश मुगुका विपन्न विद्यार्थीहरूलाई शैक्षिक सामग्री निःशुल्क उपलब्ध गराउने कार्यका लागि ठूलो परिमाणमा कापी, किताब सङ्कलन गरी सो स्थानमा वितरण पनि गरिसक्यौँ । प्रकाशनतर्फनियमित रूपमा ट्रूपहरूका गतिविधिसमेतलाई लिपिवद्ध गरी ‘काठमाडौँ स्काउट’ नयाँ रूपमा प्रकाशित भइरहेको छ । हालै हामीले नेपाल स्काउटकै इतिहासमा पहिलोपटक आधाघण्टाको स्काउटिङ कार्यक्रमहरूको सँगालोका रूपमा नेपाल टेलिभिजनबाट डकुमेन्ट्री पनि प्रसारण गराएका छौँ । नेपाल स्काउटको छविलाई जनमानसमा पुर्‍याउन यसले पनि राष्ट्रिय रूपम महत्वपुर्ण भूमिका निर्वाह गरेको छ । नियमित कार्यक्रमबाहेक मुख्य रूपमा भएका कार्यक्रमहरू यिनै हुन् ।

काठमाडौँ जिल्लाले के कस्ता समस्या भोगेको छ -
मूलभूत रूपमा त आर्थिक समस्या नै हो । कार्यक्रम प्रसस्त भएर पनि विभिन्न समस्याका कारण हामीले निरन्तर काम गर्न सकेका छैनाै । त्यसैले पनि हामीले अरू संस्थासित मिलेर सामुदायिक विकासका क्षेत्रमा पनि अझ बढी अग्रसरता देखाएका छौँ । अर्को कुरा हामीले अहिलेको यो पछिल्लो समयमा नेपाल स्काउटको ऐन र नियमावलीको नयाँ रूपमा आएका कारणले पनि अन्योल सृजना भएकाले पनि नयाँ कार्यक्रम दिन केही अफ्ठ्यारो भएको छ ।

नयाँ नियमावली कार्यन्वयनमा आइसकेको हो –
नेपाल स्काउटले ‘नेपाल स्काउट नियमावली २०६२’ ल्याएर पाँचछमहिनाअघि नै विमोचन गरिसकेको हो । र, क्षेत्रीय आयुक्तहरू पनि सोही नियमावलीअनुसार नियुक्त भइसकेको भनी सुन्नमा आएको हो तर जिल्लाहरू विघटनको प्रक्रिया भने हल्लामा नै भएकाले पनि हामी अन्योलमा रहेका हौँ ।

अन्योल केमा छ -
राष्ट्रियगानलाई प्रतिनिधिसभाले खारेज गरिसकेको छ । अब के गर्ने भन्ने प्रस्ट गर्न राष्ट्रिय प्रधान कार्यालयले तत्परता देखाउन सकेको छैन । स्काउट प्रतिज्ञा, स्काउट गीतलगायतका विषयमा पनि देशभरका स्काउटहरू अन्योलमा छन् । यस बीचमा शिक्षा अध्यादेशसितै नेपाल स्काउटको अध्यादेश पनि आएको छ । त्यसको कार्यान्वयन हुनै सक्तैन । संसदले सो शिक्षा ऐन पनि तत्काल खारेज गरी नेपाल स्काउट ऐन २०५० लाई पुनः क्रियाशील गराउनर्ुपर्दछ । यी कुरा नहुँदा करीब ३२ हजार स्काउटहरूको साझा संस्था नेपाल स्काउट नै अन्योलग्रस्त छ ।

कस्तो छ नयाँ नियमावलीको स्वरूप -
यसमा स्काउटिङ विकासका लागि कुनै नयाँ र प्रभावकारी प्रावधान थपिएको छैन । पदहरू सृजना गरिएका छन् । निर्वाचन प्रक्रियाबाट जिल्लादेखि राष्ट्रिय तहसम्मको कार्यकारिणी समितिको गठनप्रक्रियाको व्यवस्था भएको २०५१ सालको नियमावली सोही नियमावलीको भावना विपरित पूरै खारेज गरिएको छ । यसमा प्रभाव पार्न सक्ने व्यक्तिलाई आशिर्वाद दिएर छान्ने दफाहरू थपिएका छन् । व्यक्तिपूजा, चाकडीलाई यस नियमावलीले मलजल गरेको छ । निर्वाचनभन्दा छनौट प्रक्रियालाई महत्व दिइएको छ ।
यो नियमावली आउनुअघि सुधारका सुझावहरू मागिएको थिएन वा कुनै छलफल भएको थिएन जिल्लातहमा वा केन्द्रमा –
राष्ट्रिय प्रधान कार्यालयमा छलफल भएको थियो होला । त्यहाँ राष्ट्रिय परिषद छ, त्यसले विरोध गर्नुपर्ने हो, सायद देशको त्यतिबेलाको राजनीतिक माहौलको प्रभाव स्काउटमा पनि पर्‍यो । यो नियमावली पनि आंशिक रूपमा कार्यान्वयन गरेको छ । राप्रका पुरानै संरचनामा छ, जिल्लामा चिठी पठाउने हल्ला चल्छ, क्षेत्रीय आयुक्तको नियुक्ति र राजीनामाको हल्ला पनि चलिरहेको छ । हामीले नयाँ नियमावली आएको भनी जिल्लामा थाहा पाएको चाहिँ विमोचनकै दिनमा हो । विमोचन गर्ने दिनमा पनि केको विमोचन हुँदै छ भन्नेसम्म थाहा दिइएको थिएन ।

यो नियमावली कार्यान्वयनमा किन आनाकानी भएको छ जस्तो लाग्छ -
यो नियमावली कार्यन्वयन नै हुँदैन । नेपाल स्काउटमा अब नयाँ सोच, चिन्तन र विश्वस्काउटको परिवेशलाई बुझदै गरेका व्यक्तिहरू नेतृत्व दिनसक्ने हैसियतमा आइसकेका छन् । परिवर्तित परिवेशको सुुविधाभोग गर्दै पुरानो व्यक्तिवादी सोचले काम गर्ने व्यक्तिहरू नेपाल स्काउटमा रहेकाले त्यही सोच अनुरूपको व्यक्तिपूजा गर्ने नियमावली आएको हो । यो कुनै हालतमा कार्यान्वयन हुँदैन । यो कार्यन्वयन भयो भने नेपाल स्काउटको अहिलेसम्मको सांगठनिक संरचना पूरै ध्वस्त हुन्छ । अर्को कुरा जसले यसलाई र्सार्वजनिक गर्ने हतार गरेर ल्याएको हो, व्यक्तिको हित र भलाइ गर्ने किसिमले बनेको नियमावली भएको र अहिले त्यसप्रकारको माहौल देशमा नभएर पनि यसको कार्यन्वयन गर्ने साहस गुमेको हो ।

राष्ट्रिय प्रधान कार्यलयले नै आफ्नो नीति कार्यन्वयन गर्न नसक्ला र -कसरी सक्छ 

 धेरै त्यस्ता उदाहरण पहिलेका पनि छन्, राष्ट्रिय प्रधान कार्यालयले निर्णय गर्छ तर कार्यन्वयन गर्ने बेलामा आफूलाई असजिलो हुने ठाउँमा मात्र कार्यन्वयन गर्छ, सजिलो हुने ठाउँमा आफैँले बन्देज लगाएको कुरा पनि खुलै चल्न दिइरहेको छ । उदाहरणका रूपमा हेरौँ न, जिल्ला कार्यालयअर्न्तर्गत रोभर/रेञ्जर क्रयू सञ्चालन नगर्ने निर्णय भएको भनी पत्राचार गरी काठमाडँैामा रोकियो, अरू सबै जिल्ला कार्यालयअर्न्तर्गत चलेका क्रयूहरू यतावत चलिरहेका छन् । गर्ल्स इन स्काउटिङ सञ्चालन गर्ने भनेर परिषदले पास गरी केही जिल्लामा सञ्चालन भयो तर काठमाडौँमा भने चलेका स्थानमा पनि र्सार्वजनिक गर्न दिइएन । यस्ताे खालको मनोमानीपूर्ण् क्रियाकलाप छ ।

काठमाडौँको पनि त प्रतिनिधित्व छ नि राप्रकामा -
छ, राष्ट्रिय प्रधान कार्यालयका महत्वपूर्ण र निर्णायक तहका पदहरूमा काठमाडौँको प्रतिनिधित्व छ । तर विडम्बना, हामी यसरी पीडित छौँ । अरू जिल्लाले पाएको सुविधा हामीले पाएका छैन् । काठमाडौँ जिल्लालाई राप्रकामा पुगेपछि बक्र दृष्टिले हर्र्ने परम्परा नै बसिसकेको छ । काठमाडौँको स्काउटिङ गतिविधिलाई राष्ट्रिय प्रधान कार्यालयले राम्रो मूल्याङ्कन गरिदिएको भए एसिया प्रशान्त क्षेत्रले काठमाडौँ जिल्लालाई पुरस्कृत पनि गर्न सक्थ्यो ।

नेपाल स्काउटको उद्देश्य अनुरूप कार्यक्रम छ जस्तो लागेको छ -
नेपाल स्काउटको भन्दा पहिले विश्वस्काउटको उद्देश्यको कुरा गरौँ न । स्काउट भनेको निकै अनुशासित रूपमा नयाँ पुस्ताको निर्माण गर्ने संस्था हो । यसले गरेर नयाँ व्यवहारिक कुरा सिक्न प्रेरित गर्दछ । अनौपचारिक शैक्षिक ज्ञान दिने अभियानका रुमपा यो विश्वभर विस्तारित छ, तर नेपालमा भने शिक्षा मन्त्रालयले आर्थिक सहयोग दिएर पनि, स्वयं शिक्षामन्त्री प्रमुख स्काउट रहेर पनि यस संस्थाको उद्देश्य के हो भनेर यस संस्थाले देशभर पढाइ हुने विद्यालयको सामाजिक शिक्षाको पाठमा समेत सही जानकारी सम्प्रेषण भइरहेको छैन । अर्को कुरा राष्ट्रियस्तरमा प्रभाव पार्ने र जनमानसलाई समेत आफ्ना छोराछोरीको राष्ट्रिय जीवनमा भूमिका के हो भन्ने जानकारी दिने कार्यक्रम राप्रकाबाट भएको खासै देखिएन । जिल्लाहरूलाई कार्यालय सञ्चालन खर्च दिएर, केन्द्रमा आउँदा मिटिङ भत्ता दिएरमात्र स्काउटिङ विस्तार हुने होइन । पदमात्र सृजना गरेर र मिथ्याङ्क पेस गरेर मात्र स्काउट बढ्ने होइन । स्काउटलाई देशव्यापी कार्यक्रम दिने काम भएकै छैन ।

पुरानो पुस्ताको नेतृत्वको विश्लेषण कसरी गर्नुहुन्छ -
संस्थाका लागि पुरानो भन्दा पनि अनुभवी व्यक्तित्वको अनुभवको सधैँ खाँचो भइहाल्छ । संस्थाको हितमा लागेर स्काउटिङलाई नै जीवनको आदर्श मानेका अनुभवी व्यक्तित्वलाई सम्मान गर्नै पर्छ, हामीले पनि त्यागको पाठ सिक्नै पर्छ । तर पुरानै र्ढरा, पुरानै बानी, उही भक्तिवादी सोच, चाकडीबाजी खोज्ने प्रवृत्तिलाई भने पुरानो नेतृत्वले त्याग्न सक्नर्ुपर्दछ । यदि त्यही प्रवृत्ति बोकिरहने र नयाँ स्वाभिमानी पुस्तालाई पनि चाकडी नै गराउने हो भने नयाँ पुस्ताले पुरानो पुस्तालाई उछिनेर अगाडि जानुपर्ने हुन्छ । नेपाल स्काउटमा परिवर्तित समय, विश्वपरिवेश, नयाँपुस्ताको सोचअनुसारको समाजको निर्माणजस्त्ाा कुरालाई समेटेर कार्यक्रम दिनसक्ने नेतृत्वको नितान्त खाँचो भइसकेको छ । यसमा पुरानो पुस्ता चुकिसकेको देखिन्छ ।

नेपाल स्काउटको नेतृत्व तालिमको प्रक्रियाबारे यहाँको प्रतिक्रिया कस्तो छ -
तालिम प्रक्रियाबारे विश्वस्काउट संगठन र एसिया प्रशान्त क्षेत्रको स्पष्ट स्वरूप छ । तहगत तालिम छ स्काउट तहदेखि नै । तर अचम्म यहाँ मात्रै हो कि- एउटै व्यक्तिले विश्वभरिको मान्य स्काउट उडवायजर तालिम पनि लिइसकेको छ, उही व्यक्ति रोभरका रूपमा स्काउट तहमा पनि छ । यो अवस्था चाहिँ हाँसो उठ्दो खालको छ । अर्को कुरा तालिम सञ्चालनका बेलामा पनि नेपाल स्काउटको साधन र स्रोत खर्च गरेर तयार पारेका अनुभवी तालिमकर्ता राष्ट्रिय प्रशिक्षकहरूलाई समेटेर सक्रिय गराउने गरी तालिम सञ्चालन हुने गरेको छैन । अन्य धेरै क्षेत्रमा तालिम चलाएर विशेषज्ञ बनिसकेका व्यक्ति पनि नेपाल स्काउटको प्रशिक्षकमा सहभागी हुन नपाएका कारण निष्त्रिmय भएका छन् ।

संख्यात्मक हिसाबले काठमाडौँ अगाडि छ, तर नेतृत्वको चयन भने विकासक्षेत्रबाट बराबरी हुन्छ  हैन राष्ट्रिय परिषदमा -
यही त अचम्म छ, कथित नेपाल स्काउट नियमावली २०६२ मा यस्तो कुरा पनि समेटिएको छैन । राप्रकामा स्काउटविस्तार भएको संख्याका आधारमा राष्ट्रिय परिषदमा निर्वाचित हुने प्रक्रिया हुनर्ुपर्दछ । यसले मात्र स्काउटिङको विस्तारमा सहयोग पुग्छ । नत्र ५१ स्काउट भएको जिल्लाबाट पनि त्यति नै प्रतिनिधि, ६ हजार स्काउट भएको जिल्लाबाट पनि त्यति नै प्रतिनिधि भएपछि किन विकास गर्नुपर्‍यो स्काउटिङको । थोरै नेता भएपछि छान्न पनि सजिलो हुने भयो । पदाधिकारी छान्न जिल्लामा गरिने निर्वाचन प्रणाली अहिले हटाएको कारण पनि त्यही हो । अधिकार र नियम खोज्ने मान्छे संस्थामा आयो भने भक्तिवादी परम्परामाथि खलल पुग्छ भन्ने नै सोच हो जस्तो लाग्छ ।

राष्ट्रिय प्रधान कार्यालयका पछिल्ला कुन कुन कुराले सन्तुष्ट हुनुहन्छ -
अहिले राप्रकाले आयआर्जन हुने विभिन्न स्रोतहरू बनाएको छ । ककनी परियोजना, राप्रकाको कम्पाउन्डको राम्रो सदुपयोग, पे पार्किङजस्ता कुरा नेपाल स्काउटको इतिहासमा स्वर्णाक्षरले लेखिनुपर्ने कुरा हुन् ।

Global Issues and UN’s MDGS; what can we do as Scouts?

After long time I went through the website www.scout.org, world scout’s official website where I read the latest news on "Red Card to Child Labour". Soon after, I glanced on the report of  9th World Scout Youth Forum was held at Hammament, Tunisia from 29 August to 1 September 2005. It was the fourth forum linked to the World Scout Conference. A long report, I guess its beyond my capacity to understand what World Scout Organization is going to do to achieve Millennium Development Goals(MDGs). However, I believe the following part would fruitful for all us.

The World Scout Youth Forum offered young people the opportunity to discuss and express their views on subjects of interest to them, in their global, national and local realities. They prepared recommendations for the World Scout Committee.
The main topics dicussed on the forum were:
- Challenges for young global citizens: Global issues and the UN’s Millennium Development Goals; what can we do as Scouts?
- Challenges in young peoples’ lives: Discussing the main challenges that young people meet in their personal lives today in the various parts of the world, and what support they need to overcome difficulties
- Challenges in Scouting: Items from the agenda of the World Scout Conference; The Strategic Priorities; Development of Youth Involvement in WOSM.
 
Challenges for young global citizens and Millennium Development Campaign

Recognizing the importance of the Millennium Development Goals (MDGs) and various memoranda of understanding between WOSM and the UN System, one of the sessions of the World Scout Youth Forum focused on the synergy between the MDGs and our capacity in Scouting to play a significant part in realising those goals.
 
What are Millennium Development Goals (MDGs)?
The eight millennium Development Goals range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education-all by the target date of 2015. a blueprint agreed by all the world’s countries and all the world’s leading development institutions- a set of simple but powerful objectives that every man and woman in the street, from New York to Nairobi  to New Delhi, can easily support and understand. They have galvanized unprecedented efforts to meet the needs of the world’s poorest(United Nations Secretary-General,Kofi A. Annan).

The goals are eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower woman, reduce child mortality, improve maternal health, combat HIV/AIDS, malaria and other diseases, ensure environmental sustainability and develop a global partnership for development. Mr Amil Hussain, Global Youth Co-coordinator of the United Nations Millennium Campaign explained on details on MDGS and motivated the Forum participants to take an active role in ensuring that we don’t want tosee another generation die as a result of poverty.
 
With strong guidance from the expert members of staff from UNICEF, Tunisia the participants came up with various recommendations on each goals.
 
1.
Eradicate extreme poverty and hunger
 
·
Halve, between 1990 and 2005, the proportion of people whose income is less than one dollar a day.
·
Halve, between 1990 and 2005, the proportion of people who suffer from hunger.
 
The group considered actions that are already being undertaken in Scouting to reduce poverty, hunger and their root causes and developed ideas for new approaches. The group identified partnerships between NSOs in developed and developing countries and the necessity of young people need to be called to action and take part in the decision making processes, in addition, a scout aid organization channeling money from developed countries to scout projects in developing countries was noted.
 
2.
Achieve universal primary education
·
Ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling
 
Acknowledging that more than 113 million children are denied access to primary education and that more than 150 million people have never completed it, the working group explored what steps Scouting could practically take at local and national level to develop universal primary education and strategies to ensure that communities understand the benefit that it has. To achieve universal primary education the group suggested the project based ideas like a book, computer and educational software donation campaign, “Tree Schools”-setting up basic education facilities in rural areas with the help from volunteers and create child friendly school environment was put.
 
3.
Promote gender equality and empower women

Eliminate gender disparity in primary and secondary education, preferably by 2005, and to all levels of education no later than 2015.
 
This working group recognized that the empowerment of women can be related to all of the MDGs, discussed positive discrimination, stereotypical roles of both sexes, the interrelationship between gender equality and poverty, under representation of women in political processes. Further, the working group also appreciated that young men have a responsibility to assist in developing a culture of gender equality. The ideas like building an international gender equality discussion network, appointing in charge in NSOs to focus on genders equality, co-operate with WAGGGS and other partners in the development of training materials for us in NSOs were idenidentified.
 
4.
Reduce child mortality
·
Reduce by two-thirds, between 1990 and 2015, the under-five mortality rate.
 
5. Improve maternal health
·
Reduce by three-quarters, between 1990 and 2015, the maternal mortality ratio.
 
Infant mortality and maternal health constitute serious problems in many developing countries. Every year 11 million children die before the age of five. In Africa there are more than 1000 maternal deaths per 100,000 births; a total of 600,000 deaths per year. The working group identified a number of issues that need to be addressed, including immunization, sanitation, sex-education and malnutrition and awareness programmes for reducing child mortality and improving maternal health.
 
6. HIV/AIDS, malaria and other diseases
·
Have halted by 2015 and begun to reverse the spread of HIV/AIDS.
·
Have halted by 2015 and begun to reverse the incidence of malaria and other major diseases.
 
Acknowledging that every day 6000 young people become infected with HIV, and that AIDS, tuberculosis and malaria combined kill over 6 million people each year, the working group discussed projects undertaken by Scouts that address these problems.
The formation of Mobile Information Center (MIC) to bridge the information gap between urban and rural areas, where access to accurate media can vary enormously, Scouts could run a mobile information center, perhaps with internet access capability as well as a library of freely distributable printed matters can make a remarkable difference in achieving MDGs. Similarly, Scouting should involve more in the World AIDS Day particularly orgnising youth programmes where scout could have the opportunity to use the Scout method to get things done. NSOs can create scholarships to help young women and men considering alternatives from prostitution.
 
7.
Ensure environmental sustainability
·  
Integrate the principles of sustainable development into country policies and programs and reverse the loss of environmental resources.
·
Halve, by 2015, the proportion of people without sustainable access to safe drinking water.
·
By 2020, to have achieved a significant improvement in the lives of at least 100 million slum dwellers.
 
Forests are disappearing at unprecedented rates globally, over 2.4 billion people lack access to proper sanitation facilities and one billion lack access to drinkable water, and recognising the important role young people can play in attaining environmental sustainability, the group went on to develop a number of practical ideas.
Two of the project based ideas that the  group come up with were the involvement of young people in conservation projects and promote environmental education, through Scouting, and Increase awareness of the memorandum WOSM has signed with the United Nations Environment Program (UNEP) to promote education to sustainable development.
 
8.
Develop a global partnership for development
·
Develop further an open trading and financial system that is rule-based, predictable and nondiscriminatory.
Includes a commitment to good governance, development and poverty reduction—nationally and internationally.
 
Address the least developed countries’ special needs. This includes tariff- and quota -free access for their exports, enhanced debt relief for heavily indebted poor countries, cancellation of official bilateral debt; and more generous official development assistance for countries committed to poverty reduction. Address the special needs of landlocked and Small Island developing states. Deal comprehensively with developing countries’ debt problems through national and international measures to make debt sustainable in the long term.

 
In cooperation with the developing countries, develop decent and productive work for youth and in cooperation with pharmaceutical companies, provide access to affordable essential drugs in developing countries; furthermore, in cooperation with the private sector, make available the benefits of new technologies—especially information and communications technologies.
 
Goal number 8 of the millennium development goals is mainly intended for the consideration of developed countries, recognizing that none of the goals can be achieved without the assistance and resources of these countries. The group discussed how to develop an even playing field for countries in the area of trade, youth employment, information and communications technology and global partnerships.
 
9. Scouts of the World Programme

To support the implementation above all 8 MDGs participants suggested to promote the sharing of other’s experience with Scouts of the World – so NSOs can learn from each other, to encourage NSOs to implement the programme through the regional offices and in direct contact with the NSOs and to provide relevant resources to NSOs to help them implement the programme.

Get Your Booss to Like You

It feels good to be praised by your boss. It is even better if your ideas are accepted by him and implemented in the company.

Wouldn’t you feel over the moon if your boss regarded you as a key employee in the company and implemented almost every proposal of yours? A promotion and a bigger pay cheque would be easier to justify. 

But how are you going to make it all happen? Below are eight simple steps you can follow:

Make every meeting with you boss worth his while

The boss is usually the one who calls for a meeting. The rest of the time, he is preoccupied with working on policies and projects that affect the company’s lifeline. If you need to let him know that the time spent with you will be worthwhile. Otherwise, he will respond to the next request for a meeting with “sorry, I’m tied up now”.

Choose the appropriate mode of communication

The chances of your messages getting read are greater if you know his preferred mode of communication-whether it is face-to-face meetings, memos, email messages or SMSes. This will also enhance your chances of getting a prompt reply.

Observe proper communication etiquette

Poor communication etiquette not only prevents you from putting your messages or ideas across, it may also put you in a poor light. Remember to treat your boss with full respect. Never raise your voice and do not lose your cool if he has any objections to your proposals.

Important topics and issues come first


There is no harm is having casual conversation with your boss when he is free, after office hours or when initiates one. However, important issues are best discussed during working hours. Be well prepared for what you want to discuss to emphasise its importance.

Be constructive and inspirational.

Most of the bosses are practical people. They look at the bottom line. When you  present a well-drafted proposal that is constructive and inspirational. Your boss knows that he can benefit every time he has a discussion with you.

Adopt an open and honest attitude

Most employees tend to “go along” with the boss for fear of being labeled rebellious. But a fair boss or superior appreciates honesty rather that hypocrisy. Be truthful and let your boss know what you actually think. If it is a genuine issue, your boss will definitely appreciate it.

Provide alternative solutions

Even the most creative bosses would like to have a  powerful brainstorming team. Your value will increase if you can look at a problem and suggest various solutions. This also increases the value of brainstorming session.

Bosses are not always right

Be hold enough to challenge the mistakes made by your boss, but do it with tact and in private. An understanding boss will appreciate that your feedback prevented him from doing something that could have led to disastrous results. He may not thank you openly, but he will remember it when it is time for the annual appraisal.

Many employees hope to get into the good books of their bosses, as they view itas a way to get promotions and pay raises. However, bosses value employees who posses “real substances” rather than merely perform lip service. To be valued highly by your boss or the company,  you have to do

Teaching Values in Scouting

Teaching Values in Scouting

The values of Scouting are encapsulated in the Scout Oath and Law. But we often spend more time teaching sheepshanks and Dutch oven cooking than we do teaching duty to God and cleanliness.

When I teach Strictly for Scoutmasters at Philmont, we do an interesting exercising. We brainstorm specific ways to teach each of the values found in the Scout Oath and Law. Rather than give you the “answers,” I’ll offer this challenge. Write each of the following values on the top line of an index card:

  • Trustworthy
  • Loyal
  • Helpful/To Help Other People at All Times
  • Friendly
  • Courteous
  • Kind
  • Obedient
  • Cheerful
  • Thrifty
  • Brave
  • Clean
  • Reverent/Duty to God
  • Duty to Country
  • Physically Strong
  • Mentally Awake
  • Morally Straight
  • General

Now, try to come up with as many specific ways as possible to cover each of those values in your troop program. For “thrifty,” for example, you might have your PLC plan an actual budget for your next outing. For “physically strong,” you might require Scouts to do 10 pushups before entering your meeting room each week. Put things that apply to more than one value on the “general card.”

You get the idea. Hopefully your Scouts will get the values.
